A government cannot prevent a person from registering to vote or voting due to indebtedness. Prohibiting a voter from registering or voting because they are indebted in any way restricts freedom and is not democratic. People of a specific political persuasion may be more likely to be exposed to indebtedness, and therefore measures preventing them from voting is voter suppression.
