Subsidies for a developed mining sector are not necessary and are not a prudent expenditure of public funds, particularly for foreign entities. Miners should be required to build the necessary infrastructure to support the mining activities as part of the mining lease at the miner's cost. There should never be any contribution from public funds. Miners will not abandon projects if the government does not provide subsidies or any other contribution. Miners are not in a position to pick and choose where the resources are located and where they are permitted to mine.
